It's not actually very surprising to me. Consider the following near-universal facts:
- Drugs are expensive, partly because they're illegal.
- Drugs are addictive, so she can't simply stop using them to save money.
- Drugs are debilitating, so it's hard to hold down a job to pay for them. This leads to shoplifting.
- Drugs tend to make people irrational, especially if they're getting withdrawal symptoms - or conversely, are heavily using several kinds at once. This makes them less careful when they shoplift.
So all of the above are actually quite a common pattern...
