But question: What if the person it was copied from, it was stolen ro copied without his/her permission? Granted, it's very very likely they knew and even helped, but what if they honestly didn't know?

It's in their lease that they are responsible for their permit, so, if someone else "Borrowed" it, either with or without their direct consent, they're still liable for misuse, and you'll have a hard time convincing me that it accidentally was taken, photocopied, and then returned to you without your consent, much less notice.

If you misplace your permit, it's up to you to promptly report it stolen.
