It was like that on my second ship working in an IT department. But based on rank, not age.
Normally in most ratings higher rank means more experience. However with computers, it really varied. Some of our supervisors had nothing to do with computers and were just there to organize people and some of the junior techs were the ones who knew the most about the computers.
I believe an appropriate answer would be "While $supervisor is a Commander, and therefore outranks $geek_wizard who is a Lieutenant JG, the reason $geek_wizard is only a JG is that he concentrates exclusively on technical skills, and lacks the people skills that would be required before he could be promoted".
Best part is that quite a few geeks would consider that a compliment.

It's like that at The Client to a degree. I have my supervisors-- who do have more IT experience and access-- and then the managers-- who sometimes DON'T have that IT experience or access.

It always used to be that you'd work your way through the ranks of a company as you got older/more experienced, and therefore managers would be older. In the last however-many years it's done more by experience to start with, particularly for things like IT and gaming (although it does depend on what industry you're in). I don't think society has entirely adjusted to that yet, hence the surprise at younger managers!
