When someone is hit with these, it stimulates and relaxes ALL the voluntary muscles in the body very rapidly over a short amount of time. That ticking sound you hear is the current going on and off again. It has the equivalent effect on the muscles of almost an hour of non stop exercise on the entire body. The person is calm from sheer exhaustion.

Is it bad that I just came up with the idea for a Tazer Gym while reading that?

Drunk? Sounds more like PCP to me; so far gone he can't even feel the pain.
PCP is one helluva dangerous drug.

Anyway, seems if clothing blocks the taser, then the person getting tasered isn't affected.

Yup. Heavy clothing like jacket or sweatshirt (thick/tough enough so the barbs don't have a chance to contact skin).

The other question is, how would tasering "calm someone down?"

It's entirely plausible from the description of this guy's behavior that he has been treated with electroshock therapy in the past (for schizophrenia or some other mental illness). For some ET patients, especially schizophrenics, electric shocks are a safe, reassuring feeling. While it still causes them physical pain, it reassures them - don't ask me why. I wouldn't feel safe or reassured by someone who hooked me up to a machine that shocked me LOL
