I'm leaning toward he knew what he was doing. The OP called it to his attention as he was walking out of the store, plus, over the pump speaker several times.
Now, if he was cleaning his windows, checking the oil/tires/whatever, and was a distance away from the pump, it's understandable that he may have not heard the CW.
But, if he was next to his car, near the pump, and just standing there picking his ass as the tank was filling, then there's no excuse, barring hearing impairment, for him not to have known that the gas was over pumped. He should have been watching the pump.
In any case, if he's familiar with how long it takes to pump $30.00 worth of gas into his car, especially at that pump/gas station, one would think he'd have a "feel" for how long it takes, and would have caught on long before nearly twice the dollar amount of gas had been pumped into the car.
